In an ultra secret research center, the government was researching how to create animal assassins. They wanted to drop a container of a gaseous agent into an area and let the animals kill the enemy. On a different sublevel, they were also trying to make dogs super intelligent to serve as spies. If they could teach them various languages, the dogs could scout on the enemy and report back.
